Children and Poverty: The Impact of Economic, Social and Political Choices
The Organization for the Protection of Children’s Rights (O.P.C.R.) organized a 5th International Conference on the Child with the theme: Children and Poverty: The Impact of Economic, Social and Political Choices. The conference brought together approximately 100 speakers from 26 countries and was held on May 23-25, 2002 at the Hilton Montreal Airport Hotel.
The speakers and participants discussed the problems associated with economic, political and social choices, which often result in conditions that perpetuate poverty among children.
More than 650 million children live in extreme poverty, living with less than one dollar per day (UNICEF). This figure does not include the huge number of children who also suffer from emotional, psychological, social and spiritual poverty. It is a tremendous challenge to resolve this situation.

Poverty continues to increase both in developing and industrialized countries, in spite of the ratification of the United Nations’ Convention on the Rights of the Child during a Summit in New York in 1989. The Canadian Council of Social Development (CCSD) published a report :« The Progress of Canadian Children in 2002 » revealing that some 75,000 families with children below the age of 12 had insufficient food intake in 1996, the last year for which statistics are available. This represents an increase of 33% compared to 1994.

Here are some of the themes tackled by speakers and participants among which were doctors, nurses, social workers, psychologists, teachers, legal advisors and other professionals:
Educational Programs;
Early Intervention Programs;
Taxation, Social Welfare Policies;
Programs for Teens and Young Mothers;
Family Poverty, Child Neglect;
Policies Affecting Children;
Marital Breakdown and Poverty;
Sexual Exploitation of Children;
Poverty and Health Problems;
Child Abuse;
Children with Special Needs;
Children and the Law, Street Children and Street Gangs;
Child Labor;
Poverty and Indigenous Communities;
Social Policies and Programs and Social Justice.

You may consult the Montreal Declaration on Children and Poverty and the Addendum to the Declaration that were adopted by the participants. The Declaration defines the priorities and actions to undertake in order to improve the situation of children worldwide.
